DualBlader 4th job broken

Hey there, i've just got my dual blader to 120 and played with the new 120 skills.
After i logged off and came back on, it appears all the 4th jobs ae stuck at 0
Can admins please fix this so i can continue with dualblader.
Also another annoying problem is i cannot use weapons that are 30 levels below my char can you also fix please
